Approve Minutes of Previous Meeting ~ August 4, 2010 3. Recognition of Visitors 4. Presentation of First in Service Award ~ Shanicka Grant 5. Presentation of Employee Award ~ Mack Jenkins – 5 Years CONTRACTS AND AGREEMENTS 6. Accept Grant Offer issued for Airport Improvement Program Project #3-13-0100-51-2010 in the amount of $2,138,852. These funds shall be used for the following purposes: North Development Environmental Assessment, Airport Master Plan Update and General Aviation Connector Taxiway/Site Development-Construction. Approval by City Council was requested at their meeting on August 26. We will return the executed Grant Agreements to the office of the FAA in order to comply with their deadline of September 13, 2010. 7. Mr. Ben Farmer ~ Request for Six-Month Extension Letter of Intent. We have been contacted by Mr. Ben Farmer requesting another extension of his Letter of Intent for Parcels 1, 2, & 3 on Shirley B. James Road. Mr. Farmer will be in attendance at the meeting to detail his extension request. 8. Approve Purchase of CNN Monitor Replacements ~ $38,223.50. We have programmed to replace ten (10) CNN Airport Network monitors this year as a life cycle replacement. These ten units are the original units which were installed in 2003, and two of the ten units have already failed. The CNN Airport Network News system is proprietary and, as such, this is a sole source project. This price includes all materials, removal of existing units, reconfiguration and installation of new units, integration and shipping. 2010 Budget amount is $40,000. 9. Approve Georgia Power Company Easement to Georgia Air National Guard Property at Robert B. Miller Road. A new cell tower has been constructed on the railroad right-of-way east of Robert B. Miller Road. Electric power for the cell tower needs to come from a Georgia Power Company (GPC) power line on the Georgia Air National Guard (GaANG) leased property by the Commission. The routing of the new power line, which must be approved both by the GaANG and by the Commission, requires a 30’ construction, operations, and maintenance easement. The line will be run overhead on poles to be erected 3’ inside the Commission fence at the Robert B. Miller Road right-of-way. GPC will restore any ground, landscaping, and/or pavement disturbed, and will remove the power lines and restore the property at any time if so requested by the Commission and/or the GaANG, at which time the easement will expire. 10. Execute New Space Lease Agreement with FAA ~ MISO. The Manufacturing Inspection Satellite Office (MISO) unit of the FAA has been leasing 204 sf of space on Level 2 of the terminal building since December 2007. The Staff, however, now wishes to reclaim that leased space and has offered to relocate the MISO to 190.6 sf offices located in former airline ramp operations area on Level 1. The new lease agreement will be effective October 1, 2010 and will terminate September 30, 2015. The monthly lease for the new space will be $2,935.24 annual/$244.60 monthly. 11. Execute New Airline Lease & Operating Agreement with Continental Airlines. The five primary air carriers have each been provided with new Airline Lease and Operating Agreements that are based on a fixed rent rather than the previous calculations whereby signatory airlines held the power to control rental rate increases and airport improvements. Continental has now executed their agreement and is requesting Commission approval for a five-year term. Rental rates for terminal space will be $48.50 per square foot for calendar year 2010 and will increase incrementally over the five-year term period. 12. Execute Hangar Space Lease Agreement with Garrett Aviation Consulting Group, LLP. Garrett Aviation Consulting Group, LLP, has requested to lease the former Far Winds hangar located at 1227 Bob Harman Road. The lease will commence as of September 1, 2010, and will run for five years through August 31, 2015. The lease rate for the facility is $4 psf, which computes to $22,700 annually, $1,891.67 monthly. Garrett Aviation will also make other interior improvements to the building at their own expense, and will refinish or replace the deteriorating spray-on insulation in the hangar in return for a rent credit from the Commission upon completion. MISCELLANEOUS 13. Restaurant RFP 14. Mid-Year Financial Update 15. Art Gallery. We are joining forces with the Savannah Art Association for a yearlong celebration of the Association’s 90th birthday. The SAA is the oldest art association in Georgia and is going to facilitate several art shows in the newly constructed Airport Art Gallery. The Gallery is a dedicated 500 sf space on the ticketing level in between the two center entrances. The first show, opening September 11, will be titled “Arrivals and Departures” and will feature works of current members and past presidents of the Savannah Art Association, including Ray Ellis. Many of Savannah’s notable artists began their careers with the SAA and have become internationally known. The Association will coordinate four to five shows annually, handling the requests for artwork, art intake, show hanging and art sales, with the Commission retaining 1.5% of the proceeds from sales. Staff will work with SAA to offer one show per year to area secondary schools. A reception will be held September 11 from 1 until 7 P.M. with members of the SAA on site to welcome Airport visitors to view the show. The Airport Art Gallery will be open to the public daily from 8 A.M. until 10:30 P.M. 16.
